Citizens in 39 states headed to the polls on Nov. 3, 2026, to decide on 145 proposed laws and constitutional amendments. These ballot measures served as a significant component of the midterm elections, which also determined the balance of power in Congress, state legislatures, and gubernatorial offices.
Abortion rights remained a central focus for voters across several states. In Missouri, a proposal sought to repeal a 2024 abortion rights amendment and replace it with a new prohibition that includes exceptions for medical emergencies, fetal anomalies, and cases of rape or incest up to 12 weeks. Meanwhile, voters in Idaho and Nevada considered measures aimed at blocking abortion bans prior to fetal viability, which is typically around 21 weeks.
Election administration and redistricting also featured prominently on the ballot. States including Alaska, Arizona, California, and Nevada addressed procedures such as voter identification requirements, while Colorado, Maryland, and Missouri saw proposals regarding the drawing of congressional districts. Some of these measures were designed to gauge public support for policy priorities associated with President Donald Trump, including efforts to restrict transgender athletes in sports.
Rick Hasen, an election law expert and professor at the University of California, Los Angeles, noted that ballot initiatives are often utilized to incentivize voter turnout. While midterm elections historically see lower participation than presidential cycles, the 2026 election saw more than 59 million people cast ballots before Election Day, exceeding the turnout seen in 2022.
The results of these measures were processed following the closing of polls. In states like Nevada, constitutional amendments initiated by citizens require approval by voters in two successive elections before they can be implemented.
