U.S. Special Presidential Envoy Steve Witkoff announced that the United States will facilitate working-level negotiations between Ukraine and Russia scheduled for Nov. 10 and 11 in Abu Dhabi, United Arab Emirates.

The upcoming sessions are intended to address post-war security arrangements, de-escalation measures, humanitarian efforts, and potential steps toward a formal peace agreement. Witkoff stated that the goal is to build upon progress made during previous meetings held in Kyiv, Oslo, and St. Petersburg.

Jared Kushner is expected to join Witkoff in representing the United States at the talks. In preparation for the event, U.S. negotiators are meeting this week in Brussels with representatives from the United Kingdom, France, Germany, the European Union, and NATO to discuss security guarantees and reconstruction plans.

While these meetings represent a renewed diplomatic effort, the parties involved remain divided on several core issues, including territorial control, the terms of a potential ceasefire, and long-term security guarantees. The last U.S.-mediated trilateral peace talks took place in February 2026.
