The Defense Advanced Research Projects Agency has launched the Intrinsic Market Resilience program to identify hidden design flaws in digital markets. The initiative aims to prevent adversaries from manipulating the rules governing stock, bond, energy, and cloud-computing resource markets to cause economic disruption.

Unlike traditional cybersecurity efforts that focus on hacking or data theft, this program targets vulnerabilities within the technical specifications and regulatory frameworks of electronic markets. DARPA program manager Matthew Wilding stated that the agency intends to use large language models, formal methods, and automated reasoning to convert complex market rules into computer models. These models will be analyzed to identify potential failures before they can be exploited.

The agency cited the California energy crisis of the early 2000s as a historical example of how the manipulation of market mechanisms can lead to significant economic consequences. That event resulted in costs estimated between $40 billion and $45 billion and necessitated federal intervention.

The Intrinsic Market Resilience program is a 32-month effort scheduled to span fiscal years 2027 through 2029. Following a formal solicitation issued on Sept. 24, 2026, the agency set a deadline of Dec. 7, 2026, for the submission of full research proposals. Selected performers will then begin the research phase to develop tools intended to improve the dependability of critical economic infrastructure.
