The National Capital Planning Commission is scheduled to meet Thursday, Nov. 5, 2026, to vote on final approval for a proposed 250-foot-tall triumphal arch near Memorial Circle. The site is located near the Potomac River and Arlington National Cemetery.

The Trump administration has indicated that initial excavation and foundation work could commence as early as today if the project receives commission approval. The administration has requested a special-use permit for a construction staging area, though officials confirmed the permit has not yet been issued.

The project faces legal challenges from a group including three Vietnam War veterans, a historic preservationist, and the governments of the District of Columbia and Virginia. Plaintiffs have asked U.S. District Judge Tanya S. Chutkan to block construction pending a full court review of the project's authorization.

During recent proceedings, Judge Chutkan questioned the urgency of the timeline, asking, "What is the harm of waiting? What is the rush to put this arch up?" The administration is required to provide the court with one hour of notice following any commission decision and 30 minutes of notice before beginning construction activities.

Critics, including U.S. Representative Jared Huffman, have argued that the project lacks required congressional authorization and may harm historic sites. The administration maintains that previous congressional actions cleared the way for a monument at the chosen location.

Earlier this year, the Commission for Fine Arts approved the design, and a federal council moved to terminate a historic preservation review. While President Donald Trump previously described the project as including military features such as drones and snipers, current plans released by the Interior Department do not include these elements.
